That was first implemented in Windows 8. Windows 7 and earlier uses the traditional shut down process.

Or go ahead and click on the Windows key and search for choose a power plan once you have opened that click on what power buttons do then go ahead and press change settings that are currently unavailable then uncheck the start up recommended and save changes
